Basically, I'd like to make a kick-ass Halfling bard. Bards are often scoffed at as being the most useless class (at least in my group), and to some extent I agree. They're extremely versatile, but if you have a diverse party, there isn't really any one area where they can perform better than another class. Thus, their contribution is pretty minimal. Despite this, they seem like a lot of fun to play, and I'd like to make one that can pull its weight in the party.

How should I max out this character (skills, feats, etc.)? I would love to break out an incredible (or at least surprisingly decent) bard, and command some respect for this under-appreciated class. If you want to maximize a bard, you really have one proper option: the sublime chord (complete arcane). It gets 9th level spells. It gets 4+int skills per level.
It gets Bardic Music and Lore progression.And it gets bardic songs. You can use the song of arcane power to give yourself a CL boost. Or the song of timelessness, which causes an opponent to be frozen for as long as you perform, up to 1 minute per level.
Or song of cosmic fire, which is ok blasting.Basically, you're the party wizard. And the party face/skill monkey.
And the party buffer. And, as it gives 1/2 BAB and a d6, you are fully capable of backhanding that senile old wizard when he gets crabby.Or at least, that's what you tell everyone in the Inn.Also, the feats Master Manipulator and Combat Panache (player's handbook 2) offer some not really min/max-y, but fun utility for a Bard's high social skills.Also Also, Complete Adventurer has 3 feats that give you more bardic music options, such as giving an ally (or yourself) DR 5/-, or all allies Diehard, or casting a spell you know.
Further, it has Arcane Strike, which might be nice if you find yourself a bit too close to the baddies: sacrifice a spell, get +1 to hit and +1d4 damage for each level the spell had. That could be up to +9 to hit, +9d4 - not too shabby.Finally, the book Song and Silence has a lot of Bard stuff, like making bardic music affect plants or undead, or last twice as long, or simply gain 4 extra uses of bardic music. It gets Bardic Music and Lore progression.The endRealistically, you only want 1 or 2 levels of sublime chord. You cannot take the class without 10 character levels because you need 13 ranks in some skills, so take sublime chord for 2 levels and then prestige into another caster class which increases CL +1/lvl.
Sublime chord abilities are pretty horrible after the second lvl dip so don't waste your time.My favorite combination of all is bard/x/ur-priest/sublime chord/mystic theurge9th level arcane spells and 9th level divine spells with bardic music. Eat pun pun's face. My group plays fairly infrequently, so it has a pretty lackadaisical attitude towards time. Between sessions could be anywhere from a week (fantasy time) or several years during which all our characters have gone on adventures and leveled up a couple times.
I'm actually going to push this one since we play so infrequently that we are kind of stuck in low levels, it seems like a waste to be killing hobgoblins when we could taking on dragons and other exciting creatures. Basically, more options and more awesomeness. My favorite character of all time was a 3.5 Bard.
I played in a big party and all the prerequisite people were accounted for (cleric, fighters, thieves, etc) so I just focused on Charisma for Diplomacy/Bluff. I think Glibness is one of the most underrated spells around and with a high Charisma you can seriously throw some wrenches into BBEG's plans with your silver tongue.He was a Roman-esque senator, who used oration (or withering satire) to perform his bardic music abilities. He had no strength and I don't think he killed a single creature, but role-playing a total megalomaniac character who looked down on everyone else and demanded to pay more for 'better' versions of mundane items and rest accommodations was awesome.
Just Inspire Courage and stay away from threats, then claim that you defeated everything yourself. They can't beat your bluff, so who is gonna believe them?.
Sublime Chord is entirely an option, if you want to be a bardic caster.You have a lot of other options as a Bard-the beauty of being a Bard is the fact that they have a ridiculous amount of splatbook support.The classic thing to do is to optimize Inspire Courage.If you can swing the feats, and somehow get Words of Creation approved (you probably won't), you can pretty much have an Inspire Courage boost of +12 by level 9. (base +3, with Vest of Legends, +3 from Inspirational Boost, Song of the Heart, Badge of Valour, all doubled by Words of Creation.)By level 9, you give everybody +12 to damage, and +12 to hit.But if that's not your thing, take Dragonfire Inspiration. That's +12d6 fire damage/hit from Inspire Courage.You're still buffing your party, so your fighter will feel like a cool kid, and you'll get to see things melt.
Of course, you're not directly keeping all the power, but hey.On top of that, if you take Melodic Casting, and Lingering Song, you can still actually perform other roles while doing your work!. I just built a bard with the vows of poverty, peace, and nonviolence. He doesn't attack anyone and just buffs but with a 35 AC I can get into the thick of battle and heal people. Plus it ups all my saves for things like hold person and dominate by +4. My calming aura has a will save dc of 25 and even my level one spells are pretty nasty. Mostly a rp character set on trying to avoid combat altogether. My room mate plays my travel companion, a paladin, who steps in if my silver tongue can't do the trick.
I walk up at the beginning of combat with glibness on and say 'you should really just go ahead and give up because that guy over there,' I point to the enormous paladin and the rest of my party 'is going to kill the shit out of you if you don't listen.' If I haven't already dominated someone for that day (I like to have a little helper since I can't really attack stuff with my vows) then I dominate the leader of the foes if I can anew command them to defend my party while I buff.
