This is what worked for me after some trial and error.First, I suggest removing any previous mods and PMM files and then reinstalling PMM.The main thing you'll need to change are the numeric values in pmm.manifest (pmm folder) to '3' and '100'.

I think you can ignore what the dlc.manifest values are set at since pmm.manifest seems to overwrite them to match but if not they also need to be '3' and '100' for everything to work.Finally, launch PMM and add a fresh mod to test and then launch SF through PMM.
